Ms. Welch has been gaining professional experience under the direction of LACO Associates since July 2015. She began an internship with LACO in July 2015 working on a National Parks Service’s Sampling and Analysis Plan for a property in Humboldt County. From there she was filing USTCF application for several UST leaks in Mendocino County and then moved into the stormwater field during winter of 2015. Upon graduation from Montana Tech, Ms. Welch accepted a full-time position with LACO. She has continued to work on stormwater compliance projects for both construction and industrial sites in Mendocino and Sonoma counties.

In this role, Ms. Welch created stormwater sampling primers to assist employees inconsistent and repeatable sampling standards that comply with the Industrial General Permit. In addition to assisting employees, she created SWPPP amendments, created and submitted a Change of Information (COT) in SMARTS. Additionally, provide Annual Report review and support.
Mendo Mill Home Center Improvements Projects – Willits, California.
Ms. Welch conducted Stormwater site inspections and reporting. Annual report completion in SMARTS. Notice of Termination (NOT) submittal in SMARTS. SWPPP amendment completed.
Old Willits Landfill ISWPPP – Willits, California.
Complete annual reports for industrial site. Provide client SMARTS support and guidance on maintaining compliance in accordance with the Industrial General Permit.

KWT: Caltrans Geotech Borings – MEN101 – Willits, California.
This site is a light wright fill failure along Hwy 101 between Ukiah and Willits. Log soil and rock samples in accordance with Caltrans Soil and Rock, Logging, Classification, and Presentation Manual with a focus on geotechnical properties. Responsible for coordinating with Mendocino County Division of Environmental Health. Coordination entailed on-site observation of the installation of slope inclinometers and piezometers, as well as ensure permit compliance for the work being performed on site.

Coordination and scheduling with operators to conduct annual inspections. Performing annual inspections on behalf of the Mendocino County Department of Planning and Building Services. MRRC-1 reporting.
