Ship Ashore & Salmon Harbor Estates – Property Assessment for the Tolowa Dee-ni’ Nation

The Tolowa Dee-ni’ Nation contracted with LACO to provide a general assessment of the Ship Ashore and Salmon Harbor properties. The properties were for sale, and  the Tribe requested the assessment as a form of due diligence analysis before further pursuing the acquisition of the properties.

The property contained 2 mobile home parks and 2 RV Parks (1 open, 1 closed). The property included a mobile home park (approx. 100 homes) and RV Park (70 spaces). There is also a hotel and restaurant on the property which were closed. Extensive infrastructure replacement and refurbishment of both buildings would be needed to make them operational. A sewage treatment lagoon and fields occupies about 14 acres of the property.

LACO completed the Site Assessment Report for the properties in 22 days while the property was in escrow. The size and density of the 60 acre site was a challenging effort, but the LACO team completed the report which revealed the aging infrastructure of the restaurant, hotel, water distribution, wastewater treatment system and road conditions. The site assessment report included the analysis of the following site components:

  • General environmental conditions
  • Road and traveled ways
  • Fire protection system
  • Water distribution system
  • Water wells and groundwater conditions
  • Wastewater collection and treatment system
  • Solid waste disposal system
  • Power utilities system
  • Building inspections

The Tribe was able to negotiate a purchase price by presenting the deficiencies of the aging infrastructure and the estimated costs for repair provided in the Site Assessment Report. The Tribe has renamed the property Xaa-wan’-k’wvt Village & Resort (XVR). The property, at the Mouth of the Smith River overlooking the Pacific Ocean, is important to the Tribe as the actual site of Xaa-wan’-k’wvt Village, one of the primary ancestral Tolowa Villages for thousands of years.
