Loleta Community Services District Discharge Requirement Compliance and Hydrologic Investigation

Loleta Community Services District (Loleta CSD) retained LACO to evaluate compliance with the North Coast Basin Plan seasonal Discharge Prohibition and Dilution requirements in Loleta, Humboldt County, CA. Treated wastewater from the Loleta wastewater treatment plant (WWTP) is discharged to a man-made impoundment on the flood plain of the main stem of the Eel River.

The initial request from Regional Water Quality Control Board (RWQCB) was to perform multi-year studies to determine compliance with each discharge requirement. After a preliminary site assessment, we uncovered convincing evidence that discharge may be allowed to continue under the existing order without performing the studies and without modifying discharge location. Our effective communications with the Regional Board and tailored work scope will result in a significant cost savings to our client.

The LACO project team conducted an investigation which included hydrologic mapping, an aerial photo review, hydrologic investigation, and presentations to the Regional Board staff. We will use the available data and our field observations to ascertain Regional Board support for continued year-round use of the discharge impoundment.
