The County of Humboldt (County) retained LACO to conduct and prepare Phase I and II Environmental Site Assessments on parcels throughout the unincorporated areas of the County. Our project team has prepared 20 ESAs for the County since the project began in June 2010. We prepared the ESAs in general accordance with the scope and limitations of ASTM Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (ASTM E 1527-05) and United States Environmental Protection Agency (US EPA) Standards and Practices for All Appropriate Inquiries (AAI) (40 CFR 312). The subject parcels included the former LP Pulp Mill at Somoa, former LP lands aquired by the Humboldt Bay Harbor Recreation and Conservation Ditrict, and former agicultural land proposed for development of a campground/RV park, among others.
