In 2014, the Humboldt County Office of Education requested professional services from LACO to assist with project management, agency coordination, permitting, entitlements, CEQA compliance, and site civil engineering and design for the new approximately 9,000 square foot Sequoia Conference Facility located on Myrtle Avenue in the City of Eureka.
The Humboldt County Office of Education was the lead agency for the project. LACO prepared a CEQA Initial Study (IS) for the project which was reviewed by the City of Eureka. LACO worked extensively with City staff to incorporate comments and resolve issues in order to maintain the project schedule, funding schedule, and to address City concerns. After the Initial Study and Mitigated Negative Declaration were approved, LACO prepared and submitted a Coastal Development Application to the City of Eureka. The Coastal Development Permit process also required hearings before the Design Review Board.
LACO prepared the following materials to support the Coastal Development Application:
- Conditional Use Permit Application
- Coastal Development Permit Application
- Technical Memorandums: Traffic Analysis & Drainage Analysis
- Accessible Walkway Design Evaluation
- Driveway Entrance Design
- Traffic Impact Study
- Sewer lateral alignment alternatives
- Accessible walkway design
Finally, working with the City of Eureka, LACO presented the project at a public hearing before the Planning Commission at which the project was ultimately approved.
