LACO VP Chris Watt CEG, CHG Certified to Prepare Industrial General Permit Documents, Lead Official Trainings, and Manage Compliance Groups for Common Industries


LACO is pleased to announce that Vice President Christopher Watt, CEG, CHG has been selected by the California Stormwater Quality Association (CASQA) as an Industrial General Permit (IGP) Qualified Industrial Stormwater Practitioner (QISP) Trainer-of-Record (ToR).


CASQA-certified Trainers-of-Record are qualified to lead official trainings for individuals seeking certification as a QISP. In addition, ToRs are eligible to become Compliance Group Leaders (CGLs) in California.  CGLs lead Compliance Groups for industrial sites with similar activities and discharges within a geographic region, performing annual compliance inspections and coordinating training, monitoring, and Level 1 and 2 Exceedance Response Action (ERA) reporting.


Under the new Industrial General Permit which came in to effect on July 1, 2015, Compliance Groups are subject to slightly less stringent sampling and reporting requirements than individual sites, allowing for more cost effective stormwater management.  In addition, members of Compliance Groups interact more closely with their CGL, providing industrial sites with more frequent guidance for complying with IGP requirements.


Only 134 QISP ToRs were selected by CASQA under the pilot training program, and these individuals will be the only ToRs in California until CASQA makes their online training program and examination available in late-2015.


LACO is available to prepare Industrial General Permit documents, train industrial facility staff on sampling and inspection procedures, and manage compliance groups for common industries such as rock quarries, wineries, and long distance trucking operations.
