Mr. Nelson has over 16 years of professional experience and currently serves as LACO’s Planning Director. He has extensive experience in project management, financial pro formas, entitlement, environmental compliance, design, construction, and operation of hospitality projects, commercial facilities, residential developments, subdivisions, and municipal planning projects. Mr. Nelson has managed projects from due diligence phases through commissioning and Certificate of Occupancy phases in Northern California, California Central Valley, Hawaii, the US Virgin Islands, and Bermuda.

 

 

Christopher Watt, PG, CEG, CHGChristopher Watt, CEG, CHG

Mr. Watt has over 20 years of experience in environmental and geologic site investigations supporting municipalities, small to mid-sized businesses, and national environmental consultants. His specialties included hydrogeologic and geotechnical investigations, air/water quality monitoring, and stream restoration. His project experience includes design and operation of remediation and water supply systems, Phase I/II ESAs, fault hazard evaluations, foundation recommendations, and slope stability assessments. In addition, Chris is a California Stormwater Quality Association-certified Industrial General Permit Qualified Industrial Stormwater Pracitioner Trainer-of-Record.  Mr. Watt has developed an identity as a problem solver through his work with regulatory and permitting agencies in Northern California including the SWRCB, USACE, CDFG, and many local environmental health departments.

Mr. Wilburn has a proven ability to plan, manage, and oversee activities and operatiosn of design and engineering projects. Mr. Wilburn has a deep understanding of individuals roles on a civil engineering design team through advancement from a planner, developer, assistant engineer, registered civil engineer, project manager, to a Public Works Director. His achievements include planning, preliminary design, development of bid documents, and construction management for water, wastewater, water resources, and related infrastructure projects.

Treasurer and Controller
Mrs. Clower is a certified public accountant with over 17 years of experience in the accounting field, thirteen of which have been in management accounting. As LACO's Controller, she serves as part of management team, she is responsible for the management of the firm's administration, human resources, and accounting functions, and she assists in risk management activities. Her accumulated industry experience includes the engineering field, non-profit sector, and retail industries.

Mr. Romanini has been performing testing and special inspection of construction materials for over 13 years. His experience includes testing and inspection during construction of schools, hospitals, wastewater treatment plants, commercial buildings, industrial projects, and roadways throughout Northern California.  His responsibilities also include managing the materials testing laboratory for the last nine years.

   Ms. Kara Clower is the Business Manager of LACO Associates specializing

   in administrative and operations support. With over 15 years of

   experience in office operations and over 8 years of experience in

management, Ms. Clower has a refreshing approach to solving problems and leading others. She has an ability to observe situations and identify gaps in operations, communications, and understandings. When gaps are identified, she is trained to lead groups through strategizing solutions and courses of action.
